Minutes for HB2140 - Committee on Welfare Reform

Short Title

Increasing the age range of able-bodied adults without dependents required to complete an employment and training program to receive food assistance.

Minutes Content for Thu, Mar 9, 2023

Chairman Awerkamp called the meeting to order at 1:34 p.m.

A motion was made by Representative Hougland and seconded by Representative Howell to approve the Committee minutes for March 2, 2023. The motion passed.

The Chair invited members to consider HB2140.

Revisor Jessie Pringle reviewed the bill, which had previously been amended and passed out favorably on February 16 and was re-referred to the Committee. She explained that when introduced the bill added ages 50-59 to the age range of able-bodied adults without dependents (ABAWD) who are required to complete an employment training program in order to receive food assistance. She said the bill now adds a new group of non-exempt work registrants aged 50-59 subject to mandatory employment and training. Responding to a question, she said that the state had already adopted the federal state option about ABAWDs and the bill adds subset of ages 50-59, which is not federally required but is allowed under federal guidelines.

A motion was made by Representative Waggoner and seconded by Representative Lewis to recommend the bill as previously amended to be favorable for passage. The motion passed.
