Short Title
Establishing uniform interest rate provisions for service scholarships administered by the Kansas board of regents that have repayment obligations as a part of the terms and conditions of such scholarship and authorizing the Kansas board of regents to recover the costs of collecting such repayment obligations and charge fees to cover the costs of administering such scholarship programs.

Jason Long presented an overview of the bill which would establish uniform repayment terms and conditions for service scholarships administered by the Kansas Board of Regents. (Attachment 2)
Dr. Blake Flanders, President and CEO of the Kansas Board of Regents spoke in favor of the bill. He stated that it would streamline the administration of the scholarship programs the Board administers for the State of Kansas. He stated that those who received the grants would know what the rate would be if they default. (Attachment 3)
Matt Lindsey, President of Kansas Independent College Association, stated that it would be easier to explain and market several "service scholarships." (Attachment 4)
