Chair Erickson opened the hearing on HB 2648.

Staff provided an overview of the bill.

Proponent:

Eric Stafford, Vice President of Government Affairs, The Kansas Chamber, spoke in support of the bill. (Attachment 1) The bill makes positive changes to the rules and regulations process for the Kansas state agencies.

Gary Reser, Kansas Soybean Association, appeared in support of the bill. (Attachment 2) The bill would require state agencies to research the potential costs of proposed rules o regulations to businesses before they are submitted to the Kansas legislature.

Elizabeth Patton, State Director for Americans for Prosperity-Kansas, spoke in support of the bill. (Attachment 3) The bill does not prevent agencies from enacting new regulations; it is designed to ensure that new rules with a major impact on the economy face scrutiny by elected officials, who are accountable to the voters.

James (Jim) Manley, State Legal Policy Deputy Director at Pacific Legal Foundation, (PLF) spoke in support of the bill. (Attachment 4) PLF supports the bill because it places important guardrails on the administrative authority the legislature has entrusted to state regulators.
