Journal of the House

FORTY-FIFTH DAY

Hall of the House of Representatives,

Topeka, KS, Wednesday, March 18, 2026, 9:30 a.m.

The House met pursuant to adjournment with Speaker Hawkins in the chair.

The roll was called with 123 members present.

Rep. Sawyer was excused on legislative business.

Rep. A. Smith was excused on excused absence by the Speaker.

Present later: Rep. Sawyer.

Prayer by Chaplain Holmes:

Dear Father,  As the days get longer and patience shorter, remind each of these Representatives  that they are about a good thing, as they invest their lives into things which will, in many instances, out -live them.

The Psalmist declares, “I will lift up my eyes to the mountains. From where will my help come from? My help comes from the Lord, who made heaven and earth. He will not allow your foot to slip; He who keeps you will not slumber.”

When we search for answers to demanding situations, might we lift our eyes to the One who does have the answers. When we feel defeated and work-worn, allow our trust in You to embolden us to push on. Help us to not become weary in well doing.

You are indeed the one whom we can trust. With that as our foundation, we push on boldly to carry out the tasks set before us. When those tasks become complicated and difficult to navigate, we will look to You for wisdom and insight.

In Jesus Name I pray, Amen.

The Pledge of Allegiance was led by Rep. Chauncey.

The theatre first opened its doors on August 16, 1926 and for 50 years, the Jayhawk Theatre served as a vibrant gathering place for Kansans, hosting performances, films and community events that embodied the state's history and heritage. EXPLANATION OF VOTE

Mr. Speaker: I vote NO on SB 391. Lawrence prohibited source of income from being the sole reason renters could be denied housing. Many Kansans struggle daily to survive. This body hasn’t made movement towards a living wage, housing, or healthcare policy. These are major expenses for our low-income earners. Most Americans are a couple of missed paychecks, medical emergency, or any other unexpected expense away from the spiral that may make them housing insecure. Even if this bill becomes law, I am proud to live in a city that is crazy enough to believe housing is a human right. – Brooklynne Mosley
