Chairperson Dietrich opened the hearing on SB20. Revisor Eileen Ma (Attachment 2) gave a brief description of the bill and stood for questions from the Committee.
Kyle Strathman of the Kansas Department of Insurance testified as a proponent of the bill.(Attachment 3) He shared that this bill is very similar to a version of a bill that passed out of the Senate last year with a vote of 39-1. The component involving storage tanks from the previous year was removed. The bill allows for the reduction of board members to make filling vacancies easier and also increases the active participation of board members present. It adds language that enables an appointed board member to be removed due to neglect of duty, inefficiency, or malfeasance. And it removes the requirement for some committees to meet at prescribed times when it would be more efficient to have meetings on the call of the chair.
