Chairperson Billinger opened the hearing on SB 14. David Wiese, Office of the Revisor of Statutes, provided an overview of the bill. Mr. Wiese responded to questions from Committee members.  (Attachment 4)

Elizabeth Patton, Americans for Prosperity Kansas, spoke in support of the bill, which supports a legislature-led budget and removes the governor's leverage over the process. States that have continuing resolutions spend fewer taxpayer dollars per capita. This bill would also bring lasting economic change through healthier budgeting. Ms. Patton responded to questions from Committee members.  (Attachment 5)
