The Chair opened the hearing on HB 2107.

Nick Myers, Assistant Revisor, Office of Revisor of Statues, provided an overview of the bill and stood for questions (Attachment 1).

Chuck Caisley, testified in favor of the bill and stood for questions (Attachment 2).  Mr. Caisley stated that the bill requires the KCC to convene workshops to discuss this issue, and that the bill takes what the common law is of the state today and codifies it with respect to utilities and wildfire regarding standard of conduct.

Eric Stafford testified in favor of the bill and stood for questions (Attachment 3).  Mr. Stafford stated that the bill provides a certainty for Kansas businesses through the law that is ultimately good overall for consumers.

Mike Morley, Director of Government Affairs, Midwest Energy, provided written testimony in favor of the bill (Attachment 4).

Reagan McCloud, Director of Government Relations, Kansas Electric Cooperatives, provided written testimony in favor of the bill (Attachment 5).

Justin Grady, Deputy Director Utilities Division, Kansas Corporation Commission, provided neutral written testimony on the bill (Attachment 6).

Claudia Hissong, State Affairs Manager, Kansas Farm Bureau and Jackie Garagiola, Associate Counsel, Kansas Livestock Association, provided neutral written testimony on the bill (Attachment 7).

There being no further conferees, the Chair closed the hearing on HB 2107.
