Barker, Deputy Secretary of State, General Counsel, Office of the Kansas Secretary of State, provided testimony in support of the bill.  He stated this bill is motivated by a desire to combat a growing trend of small Kansas businesses being victimized by solicitations to provide for a high fee for what the government provides for free or a minimal fee.   (Attachment 7)
