Chairperson Billinger opened the hearing on HB 2195. Jessie Pringle provided an overview of the bill.  (Attachment 8)

Jim Genandt, President of the Kansas Association of Technical Colleges, spoke in support of the bill. For three years the Legislature has provided funding for a base operating grant for technical colleges, which has been instrumental in the effort to deliver high performance and return on investment for the Kansas workforce and economic development. This bill would establish the fund in statute so it doesn't have to be redone every year. Mr. Genandt responded to questions from Committee members.  (Attachment 9)
