The chair opened the hearing on HB2416.

Chris Waggoner, Assistant Revisor, Office of Revisor of Statutes, provided the committee with a briefing on HB2416. (Attachment 2)

Representative Leo Delperdang, District # 94,  gave supporting oral testimony to HB2416  that is modeled by other states. Overall improvements indicate that the bill would provide economic revenue to the state of Kansas as well as constructed improvements. 

Joel Franz provided supporting testimony to the committee that HB2416 provides clarity and protection for longstanding, historical motorsports venues in the state and continued economic resources. (Attachment 3)

Cindy Bell gave testimony to the committee on HB2416 that "Kansas tracks are good for Kansas" in that the bill will be  providing entertainment, tourism, and venue for motorsports. (Attachment 4)

Victor Munoz, by virtual presentation to the committee, gave support to HB2416 by championing the important role the bill would play  into  the economy of  the state of Kansas through supporting local jobs, generating tax revenue and fostering tourism.(Attachment 5)

John Allen,  presented his support for  HB2416 in that the facilities of racetracks are a part of the economic and cultural fabric of the community by providing stability, predictability and fairness through following safety regulations, permit requirements and environmental laws.(Attachment 6)

Tony Railsback presented testimony in support of HB2416 that would add an extra layer of protection for Kansas race tracks. (Attachment 7)
