The hearing for HB2478 was opened.
Carly Choi, Revisor of Statutes, provided an overview of HB2748 (Attachment 10).
Carol Moreland, Executive Director, Kansas State Board of Nursing (KSBN), provided testimony in support of HB2478 (Attachment 11). The bill would require advanced practice registered nurses and registered nurse anesthetists to submit to a criminal history check upon application for a nursing license. Public protection is top priority for the KSBN. As part of a KBI audit it was noted that should be added to the statute requiring the background checks for APRNs and RNAs. There is no fiscal impact on KSBN with the bill. There is no increase cost in licensure costs for the nurses. This would also allow for a faster licensing process.
Ms. Moreland responded to questions from the committee.
