Adam Siebers, Staff Revisor gave an explainer on the bill. There were no questions. (Attachment 1)

Mika Rezac gave proponent testimony for SB403. She represents nearly 9000 members across Kansas who are deeply committed to the future of Kansas wildlife, working lands and upland heritage. More than 600 Kansans signed the petition required to advance these specialty license plates. (Attachment 2) (Attachment 3) The plates would provide Kansans with a meaningful, voluntary way to support wildlife conservation while generating additional funding that remains focused on habitat, public access to the outdoors, and educating the next generation of hunters and conservationists. She answered questions from committee members. In addition, Deann Williams, Director of Vehicles from the Department of Revenue, who was in the audience, answered some questions.
