Carly Choi, Revisor of Statutes, provided an overview of HB2587 (Attachment 4).

Erik Hatten, CEO, Coterra, provided proponent testimony on HB2587 (Attachment 5). Under current options, a facility such as Coterra could order a broad range of PRN medications for every patient in advance. This requires storing many medications that may never be used, strain limited space and resulting in unnecessary waste. Another option is to contact our contracted pharmacy when emergent drugs are needed. This can delay administering drugs in a critical situation due to the medication needing to be prepared and delivered to the facility. Regulated E-kits containing specific Psychotropic medications directly address this gap. The kit would allow a quicker response during behavioral emergencies; providing right care at the right place and the right time. The request is not about convenience. it is about patient safety, staff safety and responsible, timely care for Kansas' most vulnerable population.
