The Chair opened hearing on the bill. 

Jason Thompson, Revisor of Statutes explained the bill brief. (Attachment 1)

Mr. Thompson stood for questions

Judge Jason Maxwell stood in support of the bill. He explained Speciality Courts and how programs work. "All Rise" treatment program was adopted for his court in his area. The program had great community support, that includes medical, mental professionals, and community mentors that offer their skills for offenders. The program is funded though  grants, and donations. Judge Maxwell would like to get younger people with addictions in the program.  (Attachment 2)

Judge Maxwell stood for questions and discussion followed. 

Discussion about barriers for people to succeed in program addressed and questioned by committee. 

Marilyn Harp, retired attorney, helps people apply for  expungements of their criminal and arrest records. Ms. Harp stood in support of the bill. She encouraged committee to use language to expunge both arrest and criminal charge.(Attachment 3)

Ms. Harp stood for questions and discussion followed.
