Representative Barrett stood in support of this bill. He disputed data from Kansas Sentencing and Kansas Department of Corrections on  recidivism due to victims not reporting sexual abuse. (Attachment 1)

The Chair announced to the committee and conferees, the committee could only speak on recidivism of sex offenders.  

Kenneth L. Ratzlaff, private citizen asked the Chair why he was not informed of recidivism topic prior to submitting testimony to committee. The Chair stated the committee has a hearing around ten days ago and the conferee could have given testimony and spoke at that hearing but did not. The committee has your written testimony to refer to for this bill. Conferee strongly opposed this bill.  (Attachment 2)
