Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions and discussion. (Attachment 12)

Eric Schuller, President for Responsible Consumer Legal Funding, testified in support of the bill. He stated it establishes comprehensive consumer protections, imposes meaningful and enforceable prohibitions, and preserves access to lawful financial option relied upon by injured Kansans while their legal claims are pending. (Attachment 13)

Harrison Hosker, American Legal Finance Association, spoke in opposition to the bill.  He stated they, at this time, cannot support the legislation as written and must respectively oppose its enactment due to several provision that would prevent our companies from doing business in the state due to the harsh penalties prescribed for any company that violates this act. (Attachment 14)
