Kristen Czugala, Division Chief, Victims Services Division, Office of the Attorney General, testified that this bill would transfer the financial responsibility of covering the costs of sexual assault examinations to the Crime Victims Compensation program, allow the Crime Victims Compensation Board to determine the fee cap, and to adopt rules and regulations necessary to implement covering the costs of these examinations.  (Attachment 12)

Richard Samaniego, Chairman, Crime Victims Compensation Board, testified that this bill will transfer responsibility for the costs and administration of payments related to sexual assault kits from the counties to the Crime Victims Compensation Board program. This bill would also allow the Board to establish a fee cap and adopt uniform rules and regulations to ensure consistent statewide standards to further protect victims.  (Attachment 13)
