Chris Waggoner provided the committee with an overview of the bill.  (Attachment 6)

Representative Rhiley, provided proponent testimony to the committee stating that the bill would provide more tax relief for Kansas citizens.   (Attachment 7)

Charles Reinhart gave proponent testimony to the committee citing constitutional rights and purposes in the bill that would allow more personal freedom in travel and choice. (Attachment 8)

Secretary Reed of the Kansas Department of Transportation (KDOT) gave opposing testimony to HB2575 that would allow a discontinued personal property tax and a discontinued yearly registration fee for motor vehicles or passenger vehicles. If passed, revenues would decrease and the Kansas Department of Transportation (KDOT) would be required to reduce expenditures for the Eisenhower Legacy Transportation Program (IKE)  that would cancel this project as well as other roadway programs. (Attachment 9)

Murl Riedel provided opposing testimony to HB2575  stating  that in exempting passenger vehicles from certain fees and reducing the frequency of vehicle registration, the bill would have the adverse effect of a twelve million dollar ($12.0 million)  shortfall annually for Kansas Highway Patrol (KHP) staffing and training funds as well as the  KHP motor vehicle fund. (Attachment 10)

Wendi Stark, gave opposing testimony to HB2575 in that it is a massive loss of revenue for cities that rely on funding of essential services.(Attachment 11)

Zach Denney on behalf of the Kansas Department of Revenue (KDOR) gave opposing testimony due to the negative impact this bill would have on essential state services resulting in reduced state highway funds. (Attachment 12)

Michael White gave opposition testimony to HB2575 citing the fiscal note that would reflect an elimination of $117.9 million dollars annually from the State Highway Fund and have a major impact, negatively, on building Kansas infrastructures and on maintaining local property taxes.  (Attachment 13)

Travis Lowe gave opposing testimony to the bill stating the loss in revenue impacting the state's general fund and creating ongoing transportation revenue losses and no sustainable replacement. (Attachment 14)
