Chairperson Bowers opened final action on SB436.  Jason Long, staff revisor, reviewed the bill.  Mr. Long distributed and explained a balloon amendment.  (Attachment 1)

Chairperson Bowers moved, Senator Ryckman seconded, to adopt the proposed amendment.

Jason Watkins, Watkins Public Strategies, addressed questions from the Committee.

Motion carried.

Senator Clifford moved, Senator Bowser seconded, to recommend SB436 as amended, favorably for passage.  Motion carried.
