The Chair opened the hearing on SB325.

Chris Waggoner provided a briefing on the hill, SB325. This included a review of the fiscal note and the supplemental notes attached with the bill.(Attachment 7)

Lieutenant Alex Taylor provided verbal proponent testimony to the committee in that the bill would accomplish two purposes.  First it  clarifies language which addresses the proper placement, fastening and condition of license plates and secondly it clarifies the existing law by defining the phrases "clearly legible", " clearly visible", legibility" and "visibility" as they apply to reading license plates.   The bill would solve this problem by clearly defining what portions of a license plate must be legible from a reasonably safe distance, including the assigned registration number, state of issue, month of expiration and registration decal color.  (Attachment 8)

Ed Klumpp gave verbal proponent testimony to the bill in that would provide needed clarity to the state name and  wording on the license plate so that it can be clearly seen and discerned at a safe distance.   (Attachment 9)

Jennifer Roth brought verbal opposition testimony to the bill stating that the proposed amendments in Section 2, amending K.S.A. 8-15,110, inject ambiguity into the statutory regulation, not addressing the concerns that are raised. (Attachment 10)

The Chair closed the hearing on SB325. 

 The Chair asked for final action  to waive the rules and work SB445.   Vice Chair, Representative Essex made the motion, seconded by Representative Helgerson, to waive the rules. Motion carried. 

 Representative Essex moved, seconded by Representative Helgerson, to pass SB445 favorably.  Motion carried.
