Chairperson Gossage opened the hearing on HB2250. Jenna Moyer, Assistant Revisior, Kansas Office of Revisor of Statutes briefed the committee on the bill. (Attachment1) 

Chairperson Gossage introduced Representative Pat Proctor, 41st District, who expressed strong support for the bill. (Attachment2) He testified overdoses are preventable through the timely administration of naloxone or Narcan. He stated even though Narcan has an expiration date, available evidence demonstrates it does not suddenly lose effectiveness at that point and can remain viable beyond the labeled expiration.

Chairperson Gossage introduced Ed Klumpp who stated the Kansas Association of Chiefs of Police, Kansas Sheriffs Association and Kansas Peace Officers Association supports this bill. (Attachment3)

Chairperson Gossage introduced Chrissy Mayer who stated ensuring broad access to naloxone can help save lives and continue to combat the continuing opioid crisis. (Attachment4)

Chairperson Gossage introduced Stacey Rogers who testified she is working to educate others and help get naloxone into the hands of people who may one day be in a position to save a life. The bill clarifies that expired naloxone can still be used in an emergency and protects those who choose to step in and save a life. She expressed strong support for the bill. (Attachment5)

Chairperson Gossage introduced Amber Saale who expressed support for the bill. She testified the bill moves Kansas towards practical, life-savings solutions.  (Attachment6)
