Chairperson Smith opened the hearing for SB402.

Adam Siebers provided an overview for SB402 that relates to the homestead property tax refund act and the selective assistance for effective senior relief (SAFESR) tax credit. (Attachment 17)

Mr. Siebers stood for questions from Committee members.

Kathleen Smith provided an overview on the fiscal note for SB402 as amended by Senate Committee of the whole would decrease the State General Fund in FY2027 by $350,000.  There would be a positive impact in FY2028 of $640,000 and positive impact in FY2029 of $1.6 million.

Megan Lynn, AARP Kansas, testified as neutral to SB402 stating there is an amendment that would impact the SAFESR program eligibility.  The proposed shift from an age-bases requirement (65 and older) to a birth-date cutoff of January 1, 1961 means older adults turning 65 in the future will no longer qualify. (Attachment 21)
