Representative Carl Turner testified in support of the bill. (Attachment 4) While (2024) SB291 took a one size fits all approach, HB2574 provides a more flexible structure that considers the various sizes of agencies and the type of data they have. Thank you for giving me the opportunity to address your committee today on this bill. I ask your favorable consideration for passage.

Jeff Maxon, Executive Branch Chief Information Technology Officer, Office of Information Technology Services (OITS), provided proponent testimony. (Attachment 5) (2024) SB291 started a needed conversation around maturing the states cybersecurity posture. However, there are some adjustments that were needed to further enhance cybersecurity efforts. HB2574 makes those needed adjustments.

Cheryl L. Semmel, Office of Special Counsel, Kansas Judicial Branch, testified in support of the bill. (Attachment 6) This bill represents a collaborative effort to amend provisions governing the administration and organization of information technology and cybersecurity services within each branch, including the judicial branch. 

Neutral:

Kathy Sachs provided neutral testimony on behalf of State Treasurer Steven Johnson. (Attachment 7) We estimate approximately $187,500 in additional personnel costs, along with further expenses associated with supporting the expanded cybersecurity responsibilities including hardware and software. The Treasurer's Office will support the cybersecurity policy framework that the Legislature ultimately determines is appropriate for the State of Kansas.
