Chairperson Bowers opened final action on HB2433.  Jason Long, staff revisor, provided a review of the bill and addressed questions from the Committee.

Chairperson Bowers asked Earl Lewis, Chief Engineer and Director, Kansas Department of Agriculture, Division of Water Resources to address additional questions from the Committee.

Chairperson Bowers recognized Senator Blew to distribute and explain a balloon amendment.  (Attachment 4) 

Senator Blew moved to adopt the balloon amendment.  The motion was not seconded.

Senator Blew distributed a second balloon amendment.  (Attachment 5)

Senator Blew moved to adopt a balloon amendment.

Jason Long explained the balloon amendment and addressed questions from the Committee.

Senator Clifford seconded the motion to adopt the balloon amendment.

Jason Long and Earl Lewis responded to questions from the Committee.

The motion failed.

Senator Ryckman moved, Senator Bowser seconded, to recommend HB2433 favorably for passage.  Motion carried.  Senator Blew voted no, and requested her vote be recorded.
