William Carr, Director of the Bureau of Water, Kansas Department of Health and Environment (KDHE), presented testimony in support of the bill. (Attachment 2) The bill adds terms and definitions for direct and indirect potable reuse, add a requirement that KDHE adopt regulations by July 1, 2028. KDHE would need specialized staff and additional financial resources to speedily accommodate the development of re-use regulations.

Josh Svaty presented testimony in support of the bill on behalf of Representative Sandy Pickert. (Attachment 3)  Water sources are steadily declining and opportunities for new water sources, including wastewater reuse, are being considered by water experts in the State of Kansas.

Gary Janzen, Director of Public Works, City of Wichita, presented testimony in support of the bill. (Attachment 4) (Attachment 5) This bill would still only provide for the regulations for direct and indirect potable reuse of water. No community would be mandated to begin direct and indirect potable reuse.
