Aaron Breitenbach, Deputy District Attorney on behalf of Marc Bennett, District Attorney, Eighteenth Judicial District, and the Kansas County and District Attorneys Association, provided testimony in support of the bill.  He stated  this bill simply raises the burden the State has in proving a violation to the highest 'intentional' standard. This bill addresses a parent's or guardian's right to use surveillance to monitor and protect a child while clarifying that this right does not extend to prurient purposes on the part of the parent or guardian.  (Attachment 11)
