Eric Hersch sheriff in Wabunsee County spoke in support of the bill to the committee but did not provide his written testimony.

The proponent conferees stood for questions and further discussion.

Emily Brandt, Criminal Defense Attorney, Private Citizen, provided testimony in opposition to this bill. She stated the Kansas Department of Corrections already as policies in place, and is in the best position to make policy decisions regarding its residents. (Attachment 10)

Andrew Crandall, Private Citizen, provided testimony in opposition to the bill.  He stated the job of this body is to create legislation to address risks in society.  He asks if this bill does what it is supposed to do, or does it target a group for exclusion without substantive, objective, risk considerations. (Attachment 11) 

Linda Crandall, Private Citizen, provided testimony is opposition to the bill.  She stated if we are concerned about the presence of sex offenders in our communities, then allowing those who qualify the chance to work prior to release in a controlled and secure environment make more sense than discriminating against them. (Attachment 12)
