REST API Documentation

Read-only access to the Kansas legislative data — bills, votes, committees, hearings, and more — for journalists, researchers, civic-tech projects, and downstream tools.

Base URL & format

All endpoints live under /api/v1/ and return JSON. Responses use DRF's standard pagination wrapper:

Authentication

The API works without a key — anonymous requests are throttled to 30 requests per minute per IP. To raise that ceiling to 300 requests per minute, send a key as a header on every request:

Don't have a key? Request one here — requests are free and typically approved within one business day.

An interactive interface is available at /api/v1/ for anonymous browsing, and at Swagger UI for keyed exploration (paste your key into the Authorize dialog).

Rate limit: 30 req/min anonymous (per IP) · 300 req/min keyed (per API key). Bursts beyond return 429 Too Many Requests with a Retry-After header.

Pagination

List endpoints use standard limit/offset pagination:

Biennium scoping

Every resource is scoped to one biennium (2-year cycle). The default is the current active biennium (b2025_26); pass ?biennium=b2023_24 to query a previous biennium.

Available biennia:

For programmatic clients, fetch the same list as JSON from /api/v1/biennia/ rather than hard-coding it.

Filtering, search, ordering

Each resource supports a subset of these conventions:

Filter: ?field=value — exact-match equality on listed fields.
Search: ?search=query — full-text-ish substring search across listed fields.
Order: ?ordering=field or ?ordering=-field for descending.
Page size: ?page_size=N (default 100, max 1000).

Resources

Measures /api/v1/measures/

All bills and resolutions (HB, SB, HR, SR, HCR, SCR) in the active biennium. Each row mirrors a single TPOZ legislation file (multiple rows per measure — one per version).

Roll-call votes with tallies and the originating journal entry (action_code, action_label, occurred, journal page) nested under `journal_element`. Detail endpoint (votes/<apn>/) additionally returns per-member yea/nay/absent breakdowns with names resolved.

Fiscal Notes /api/v1/fiscal-notes/

Fiscal note PDFs published by the Division of the Budget. One row per (bill, version). Filter by ?bill_no=HB2001 to fetch the notes for a specific measure.

KLRD-authored bill summaries (`supp_note_*.pdf`) with keywords, associated bills, and a download URL. Filter by ?bill_no=HB2001 or ?chamber=HOUSE.

Composite endpoints

Convenience endpoints that pre-resolve common joins so you don't have to make N+1 follow-up requests.

Bill Status (list) /api/v1/bill_status/

Composite endpoint that returns all bills with resolved sponsor names, vote tallies, status messages, and version document URLs in a single payload. Replicates the legacy v13 API shape.

Bill Status (detail) /api/v1/bill_status/<bill_no>/

Same shape as the list endpoint but for one bill — includes the APN, version list (with Supplemental Note / Fiscal Note URLs), and resolved history entries.

Events /api/v1/events/

Journal element actions for the most recent (or specified) session day. Filter by ?chamber= and ?session_day=.

Chamber Status /api/v1/chamber_status/

Current in-session/not-in-session status for each chamber.

Hearings /api/v1/hearings/

Committee hearings — past and upcoming. Built from journal entries tagged misc_he_200. Query params: chamber, committee (kpid), bill, from/to (YYYY-MM-DD), upcoming=true, limit, offset.

Hearing Detail /api/v1/hearings/<je_slug>/

JSON mirror of the public hearing page: committee, room, start time, is_past flag, stream_url, bills under consideration, testimony entries (presenter/organization/position/topic/apn), minutes link, and sibling hearings on the same day.

Subjects /api/v1/subjects/

Legislative subject index. No params: list of subject paths with bill counts. ?topic=<name>: bills under any path within that top-level topic (e.g. "Abortion"). ?path=<full path>: bills under that exact subpath (e.g. "Abortion > Complications, reporting of"). ?bill=<bill_no>: subjects the bill appears under. ?q=<text>: substring match on path (combine with default list).

Governor Actions /api/v1/governor-actions/

Bills classified by gubernatorial outcome (signed, vetoed, veto-overridden, line-item-veto, partial-override, awaiting-governor). Works for the active biennium and any archived biennium that has mirror data. Filter with ?status=<slug> (comma-separated).

General Orders /api/v1/general-orders/

Measures on each chamber’s General Orders calendar, grouped by chamber (house/senate) then by subfolder (above_line, working_on, below_line). Each measure includes its GOORDERING position; lists are sorted by position.

Statutes Index /api/v1/statutes/

Browse the Kansas Statutes Annotated by chapter → article → section. No params: chapter list with section counts and titles. ?chapter=N: articles in that chapter with section counts. ?chapter=N&article=A: sections under K.S.A. N-A. ?chapter=N&all=true: flat section list across the chapter (skips the article hop). Each level returns an `href` for the next step. Full-text search across statutes lives at /api/v1/search/?type=statutes.

Statute Section /api/v1/statutes/<section>/

Plain text and metadata for one K.S.A. section (e.g. statutes/21-5801/). Returns 404 when the section is not archived.

Statute — Affected By /api/v1/statutes/<section>/affected-by/

Bills and resolutions that amend the given K.S.A. section in the active biennium.

Measure — Statutes Affected /api/v1/measures/<bill_no>/statutes-affected/

List of K.S.A. sections a bill amends, parsed from its SECTIONSAMENDED clause, each with a /laws/ URL.

Measure Text /api/v1/measures/<bill_no>/text/

Plain-text bill body broken into per-line entries (page, linenum, text). Optional ?version=00|01|02|enrolled. Includes structured `sections` (with KSA refs) when the ODT carries the parser bookmark markers.

Legislator — Sponsorships /api/v1/legislators/<kpid>/sponsorships/

Bills/resolutions sponsored by a legislator with a `primary` flag and the most-recent journal action per measure.

Legislator — Voting Record /api/v1/legislators/<kpid>/voting-record/

Every roll-call this legislator participated in, with how they voted and the originating journal action. Filter by ?vote=yea|nay|... or ?bill_no=HB2001.

Now /api/v1/now/

Snapshot of current activity: chamber status, last floor action per chamber today, committees with hearings today, conference committees scheduled today. Designed for tickers; poll at 30–60s.

Biennia /api/v1/biennia/

Lists the active biennium and every archived biennium served by this site. Each entry includes the biennium prefix, display label, default session, and canonical URL. Use to discover what to pass as ?biennium= on other endpoints without hard-coding the list.

Search /api/v1/search/

Full-text search across bills, statutes, and committee documents. ?q=<terms> required. ?type=bills,statutes,documents (default: all). Results carry rank scores and highlighted snippets.

The bill_status and events endpoints include an action_code field on each history / event entry. The table below lists every recognized code and the message template it produces. Placeholders like $committee$ and $vote_tally$ are resolved to real values in API responses.
