Jenna Moyer, Office of Revisor of Statutes, explained the legislation.(Attachment 1)

Rachelle Columbo, Kansas Medical Society, testified in support of the bill. She stated the bill would add two categories of Advanced Practice Registered Nurses (APRN) to the Health Care Stabilization Fund. The legislation would require nurse practitioners and clinical nurse specialists to participate and comply with the Health Care Stabilization Fund law. (Attachment 2)

Dustin Baker, Kansas Advanced Practice Nurses, testified in opposition to the bill. He stated the 2022 legislature passed a law mandating malpractice insurance coverage but not participation in the Health Care Stabilization Fund. Finding coverage for liability is not as difficult as it was when the fund was created in 1976. He offered several reasons for opposition of the bill and potential elements to work toward agreement for such legislation. (Attachment 3)

Clark Shultz, Health Care Stabilization Fund, responded to several questions regarding how the fund, as a state agency, operates.

He offered neutral testimony and stated if the bill becomes law, his agency is prepared to implement the provisions of the legislation. (Attachment 4)
