Chairman Alley opened the hearing on SB 166.
Staff provided an overview of the bill. (Attachment 1)
Stacey Guber, Visiting Fellow for Cicero Action, spoke in support of the bill. (Attachment 2) Skills-based hiring means that employers hire qualified individuals based on their skills rather that a degree. A general rule to consider is that the job posting cannot require a college degree unless the agency can justify the need for a degree in the posting itself.
