Jenna Moyer, Kansas Office of Revisor of Statutes, gave a briefing on the legislation. (Attachment 1)
Lt. Col. Keith Marshall, Kansas Adjutant General's Department, spoke in support of the legislation as it will assist military spouses the ability to maintain their professional practice of licensed professions when they re-locate to Kansas, through the compact. The National Guard does not have as much re-locating than other branches of the military, but the legislation is still important to their military families well-being and adjustment when they do re-locate. He noted Kansas has passed nine compacts as of 2024. (Attachment 2)
Michelle Richart, Office of the Assistant Secretary of Defense, testified in support of the legislation. She stated her department works with states across the country to harmonize state and federal law and she noted professional licensure issues have been a priority for several years. (Attachment 3)
Doug Smith, Kansas Academy of Physician Associates, spoke in favor of the bill as a crucial step forward to improve healthcare access and enhancing workforce mobility. He stated thirteen states, so far, have enacted physician assistants compact legislation. (Attachment 4)
William Wilk, Kansas Chamber of Commerce, spoke in support of the legislation. He offered two amendments so that the legislation is compatible with the language passed by other states. (Attachment 5)
