Shawna Jordan, Kansas Athletic Trainers Society, spoke in favor of the legislation. She stated the bill reflects changes in athletic training education in obtaining the national certification and allowing athletic trainers to practice in other states when they travel with their teams. (Attachment 7)

Jennifer Caswell, American Physical Therapy Association, spoke against the legislation. The primary concern is about public safety as it is related to the broad expansion of the athletic trainers' scope of practice. Language in the bill eliminates the restriction that limits athletic trainers to working specifically with athletes. She discussed the national examination as covering athletic injuries, but not non-athletic injuries. She asked for a collaborative review involving all stakeholders to achieve legislation that addresses their concerns. (Attachment 8)

Travis Oller, Kansas Chiropractic Association, offered neutral testimony. He stated the bill was introduced to partially address issues that have developed after the Sports Waiver Act was passed two years ago. He asked for a modification of certain language in the bill. (Attachment 9)
