Jenna Moyer, Office of Revisor of Statutes, gave a briefing on the bill. (Attachment 1)

Tara Mays, Kansas Hospital Association, testified in support of the bill. She provided background information on hospitals transitioning to other services and maintaining oversight either through the Kansas Department for Aging and Disability Services or Kansas Department for Health and Environment as appropriate. (Attachment 2)

Kylie Childs, LeadingAge Kansas, provided background on the new federal hospital initiative, Rural Emergency Hospital, impacting the former model of practice regarding hospitals and long term care. Granting physical environment waivers was a recommendation to address the changed circumstances. (Attachment 3)

Aaron Herbel, Mercy Hospital, Inc., testified in support of the bill. The hospital serves about 6000 patients in McPherson, Marion, and Harvey counties. After 80 years of serving the community, a recent determination by Kansas licensing agencies has closed certain services. (Attachment 4)

Lacey Hunter, Kansas Department for Aging and Disability Services, testified as neutral on the legislation. She described how the proposed waiver would be implemented. (Attachment 5)
