Ms. Moyer, Office of Revisor of Statutes, provided a briefing of the legislation. (Attachment 3)
She responded to questions.
Ed Klumpp, Legislative Liaison, testified as neutral. He asked for two adjustments to the bill. One request had to do with when a case of suspected child abuse and/or neglect would be sent to law enforcement. The second request had to do with sharing information between law enforcement and the Department for Children and Families.(Attachment 4)

Kerrie Lonard, Kansas Office of the Child Advocate, testified as neutral. She expressed concern the legislation may be overly broad potentially creating administrative practices that would slow the process for timely investigations and could impact family engagement in prevention support services. She suggested two changes to the legislation. (Attachment 5)

Tanya Keys, Department for Children and Families (DCF), testified as neutral. She provided a general outline of the current process between DCF and law enforcement when a case is a joint investigation. She expressed concern of what was included and meant by the term "resources" in the legislation, such as if it meant personnel or other human resources of the agency or if it was limited to information sharing. (Attachment 6)
