Proponents:

Michelle Richart, United States Department of Defense-State Liaison Office, testified that they support the policy changes reflected in this bill, which supports the Department's efforts to remove barriers to the appropriate investigation and adjudication of juvenile matters by civilian authorities. They also asked for consideration of HB2243(Attachment 18)

Lt Col Michael Raming, Staff Judge Advocate, McConnell Air Force Base, testified that the Base is working with local, county and United States officials to modify their current exclusive Federal jurisdiction scheme to a concurrent State and Federal arrangement for juvenile justice.   (Attachment 19)

Mr Sullivan, McConnell Air Force Base Chief of Civil Law, testified that the Federal criminal justice system simply does not have the same options to address juvenile criminal behavior that the Kansas State system has.  This bill would allow for military and local partners to work together to protect the military community, local community, protect their rights and the rights of victims, plus provide a proper balance of punishment and work with juvenile rehabilitation services.  (see Attachment 19)
