Chair Alley opened the hearing on SB 227.
Staff provided an overview of the bill. (Attachment 7)
Jennifer Sourk, on behalf of Clock Tower, LLC and Klaton Properties, LLC spoke in favor of the bill. (Attachment 8) Ms Sourk strongly believes that the historic tax credits plays a vital role in preserving our state's rich history. These credits provide essential incentives for the rehabilitation of historic buildings, benefiting not only preservation efforts but also local communities and businesses.
Casey Woods, Executive Director, Emporia Main Street, spoke in favor of the bill. (Attachment 9) The Kansas Historic Tax Credit is not just a preservation tool - it is an economic driver that strengthens our tax base, maximizes existing infrastructure, and creates sustainable growth.
Terry Humphrey, Executive Director, Friends of Historic Preservation, appeared in favor of the bill. (Attachment 10) The bill would bring equity to the states historic rehabilitation tax credit program on larger projects in communities of all sizes, revising the credit from 25% to 40%on large projects in communities whose populations exceed 9,500.
