Short Title
Providing for the termination of all current and new occupational licensing requirements adopted by an agency or enacted by the legislature after five years unless extended by a joint resolution of the legislature, requiring that adoption of new occupational licensing requirements by a state agency be approved by joint resolution of the legislature and providing for notice to agencies and the legislature and a procedure for legislative review of such occupational licensing requirements.

Elizabeth Patton, State Director, Americans for Prosperity - Kansas, spoke in favor of the bill. (Attachment 5) The bill's focus on reviewing job impacts, compliance costs, and multi-state comparisons ensures Kansas licenses will be justified based on evidence rather than inertia.
Wendy D. Doyle, President & CEO, United WE, spoke in favor of the bill. (Attachment 6) The bill represents an opportunity to join 14 other states that have a review process for occupational licensing requirements. By promoting transparency and informed decision-making, United WE aims to facilitate individuals' pursuit of their chosen professions without unnecessary government intervention.
Randy Stookey, Senior Vice President of Government Affairs & General Counsel, Kansas Grain and Feed Association (KGFA) and Kansas Agribusiness Retailers Association (KARA) provided written testimony in opposition to the bill. (Attachment 7)

(Attachment 8) Instead of requiring the Secretary of State to develop the occupational license list, it would be simpler, cheaper, and more accurate to have each agency apply the definition and make that determination in it's own area of expertise.
