Carly Choi, Revisor of Statutes, gave an overview of the bill (Attachment 1).  She explained that this bill directs the governor to create and award the order of the sunflower to recognize military spouses' service to their communities.

Perry Wiggins, Lieutenant General (Retired), (Attachment 2) testified as a proponent for the bill. He explained that the bill would enable the State of Kansas to embrace and recognize those military spouses who go above and beyond in service to others in the great state of Kansas.

Representative Butler, (Attachment 3) testified as a proponent for the bill. He explained that this bill would provide military leaders with an opportunity to recognize military spouses for exceptional service to their installation and or their local communities.

Representative Tim Johnson, committee member, spoke as a proponent to the bill, citing his two daughters-in-law as examples of military spouses who dedicated their lives to support of the troops and families.  One daughter-in-law received the Order of the Yellow Rose of Texas.
