Chair Humphries opened the hearing on HB2323.

Jason Thompson, Office of Revisor of Statutes, gave the bill brief. (Attachment 2)

Proponent Steven Karrer, Kansas Department of Insurance General Counsel, testified that  HB2323 is about expanding the ability to fight insurance fraud. The number of cases of reported fraud in Kansas is rising each year. There are resource issues, both with the Attorney General's Office and the Kansas Department of Insurance concerning the number of cases they can pursue.  This bill allows for civil pursuit, in some cases, lowering the resources necessary to prosecute.
