Short Title
Providing that Kansas highway patrols officers majors are to be within the unclassified service under the Kansas civil service act and a superintendent, assistant superintendent or major shall be returned to a rank with permanent status not lower than the rank held when the officer was appointed to such respective position.

Chair Erickson opened the hearing on HB 2261.
Staff provided an overview on the bill. (Attachment 1)
Murl Riedel, Executive Officer, Kansas Highway Patrol, (KHP) spoke in favor of the bill. (Attachment 2) The bill would amend KSA 74-2113 to clarify that a KHP employee holding the rank of major is within the unclassified service under the Kansas Civil Service Act, and also affirms that when a major's appointment ends, the employee shall return to a rank with permanent status not lower than the rank the person held when appointed.
Written testimony in support of the bill was provided by Kraig Knowlton, Deputy Secretary, Director of Personnel Services,Department of Administration. (Attachment 3)

Senator Thompson moved to pass HB2261 out favorably and be placed on the Consent Calendar. Senator Thomas seconded the motion. The motion carried.
