Chairman Alley opened the hearing on HB2291.
Staff provided a brief overview of the bill. (Attachment 5)
Tanner Tempel, Deputy State Director, Americans for Prosperity, (AFP) spoke in favor of the bill. (Attachment 1) The bill reduces the hidden costs created by the Kansas Regulatory Code, too many regulations adversely impact business startup activity and job growth. The bill is a growing compromise that allows innovation but maintains consumer health and safety.
Eric Stafford, VP of Government Affairs, Kansas Chamber, spoke in favor of the bill. (Attachment 2) The bill would add Kansas to the growing list of states recognizing that partnering with the private sector for innovation and advancement can lead to positive outcomes for consumers, businesses, and state government.
Dane Ishihara, Director Office of Regulatory Relief, Utah Department of Commerce, provided information on the State of Utah's General Regulatory Sandbox. (Attachment 3)
Rees Empey, Senior Director of State Government Affairs, Libertas Institute, a non-profit think tank based in Utah, provided information on Regulatory Sandboxes. (Attachment 4) Sandboxes provide opportunities for creative minds to trial new and innovative ideas while providing regulators and legislators with real examples of regulations not working neatly in today's fast-moving, innovative world.
