Minutes for HB2335 - Committee on Public Health and Welfare
Short Title
Adding maternity center to the definition of healthcare provider for purposes of the healthcare provider insurance availability act.
Minutes Content for Thu, Mar 13, 2025
Chairperson Gossage opened the hearing on HB2335 and asked Jenna Moyer, Assistant Revisor, Kansas Office of Revisor of Statutes (ROS), to present the Memorandum Brief on the bill. (Attachment 1)
Oral Proponents:
Kendra Wyatt, Chief Executive Officer (retired), New Birth Company Maternity Center, testified in support of HB2335. She stated that this bill is the result of four years of work with the Healthcare Stabilization Fund (HCSF) and legislators. The bill is a technical fix in response to the HCSF Oversight Committee report recommending maternity centers be included in the HCSF. Without passage of this bill, the barrier would remain for birth centers to meet KanCare Managed Care Malpractice requirements. (Attachment 2)
Ms. Wyatt responded to questions from Senators Rose and Pettey. Chairperson Gossage pointed to written-only proponent and written-only neutral testimony.
Written-only Proponent Testimony
Kevin Hicks, CABE Consulting LLC, former CEO of Overland Park Regional Medical Center (Attachment 3)
Written-only Neutral Testimony:
Clark Schultz, Executive Director, Kansas Healthcare Stabilization Fund (Attachment 4)
There being no other questions or discussion, and no other proponent, opponent, or neutral testimony submitted, Chairperson Gossage closed the hearing on HB2335.
