Amending definitions concerning weights and measurers increasing minimum invoice fees, requiring licenses and education for service company operators, mandating annual device inspections, except for devices with a nominal capacity of 250 pounds or greater used in grain elevators and requiring electric vehicle supply equipment to be tested and inspected annually.

Kelsey Olson, Depurty Director, Kansas Department of Agriculture (KDA) spoke in support of the bill.  (Attachment 5)  The KDA Weights and Measures Program is a requlatory program that ensures the accuracy of commercial "weighing and measuring devices" such as scales and fuel pumps. This is an essential element of consumer protection and is one of the oldest government functions. Brings electric vehicle service equipment under the purview of the act to ensure uniformed standards and provide consumer protection.
