Chair Alley reconvened the hearing on HB2340.
Leo G. Henning, Deputy Secretary and Director Environment, Kansas Department of Health and Environment, (KDHE) spoke in opposition to the bill. (Attachment 1) The bill could limit the cleanup of contamination at a former ammunition plant and addressed concerns about liability and regulation. Passing the bill as written would limit KDHE's ability to regulate hazardous waste and delegate authority.
Charlie Hunt, Director, Johnson County Department of Health & Environment provided written testimony in opposition to the bill. (Attachment 2)
