Spencer Duncan, Government Affairs Director, League of Kansas Municipalities, appeared in opposition to the bill.(Attachment 4) The underlying intentions of the bill are important but leave out considerations historically entrusted to local elected officials.
Mike Taylor, Kansas County Commissioners Association, spoke in opposition to the bill. (Attachment 5)The bill assumes that local rules infringe on the rights of people with home based businesses, maybe the rules are in place to protect the rights of many others.
Jay Hall, Deputy Director and General Counsel, Kansas Association of Counties, (KAC) spoke in opposition to the bill. (Attachment 6) KAC would oppose advancing the bill because there are simply too many unanswered questions that could pose problems for counties and nearby landowners.
Dan Warner, Planning and Development Director, City of Topeka, appeared in opposition to the bill. (Attachment 7) The City of Topeka still has significant concern regarding the elimination of licensing requirements.

(Attachment 13) SFM concern with the bill as introduce, includes a sentence that places it in conflict with several statutes in Chapter 31, Fire Protection, of Kansas law. To ensure consistency with existing statute and the Kansas Fire Prevention Code suggest that the Committee strike the language from the bill.
