Adam Siebers, Kansas Office of Revisor of Statutes, provided an overview for HB2443 that provides that certain natural gas storage facilities shall not be classified as public utilities. (Attachment 1)

Mr. Siebers stood for questions from Committee members.

Proponent:

Alan R. Staab, President and CEO, Golden Gas Service Company, testified as a proponent for HB2443 and introduced his business partner, Blaise Stabb, Project Finance, who operate a gas storage company in Oklahoma and one natural gas storage field that is being developed in Kiowa  county.   The bill, HB2443, adds subsection (b)(3) to K.S.A. 79-5a01 to clarify that certain new natural gas storage facilities are not classified as public utilities for property tax purposes.  The amendment would have an impact on the gas storage facility being developed in Kiowa county.  The bill doesn't offer any exemption or abatement of property taxes and will not reduce property taxes owed by any current public utility or any natural gas storage field or any pipeline that is operating in the state of Kansas.  (Attachment 2)
