Chairwoman Warren opened the hearing on SB414
Natalie Scott, Revisors Office, gave an overview of the bill and stood for questions (Attachment 5)
Megan Milner, Deputy Secretary, Department of Correction, provided testimony in support of the bill. She stated the expansion of crisis intervention is a possible solution for community challenges. This level of intervention could be applied quickly upon identification of a need, Additionally, crisis stabilization would not require that a youth be removed from the custody of their parent in order to be eligible or access services. (Attachment 6)
Tanya Keys, Deputy Secretary, Department for Children and Families (KDADS), provided support of the bill. She stated expanding eligible bidders to licensed facilities by KDADS creates more opportunity for innovative programs. Since imagining Juvenile Crisis Intervention Centers in the 2018 law, additional facility-based crisis intervention service program models have been innovated and implemented. To build capacity of facility models in communities, more crisis intervention facilities would benefit from an ability to access the $2,000,000 account fund. (Attachment 7)
Kristalle Hedrick CEO, Children's Alliance of Kansas, provided proponent testimony for the bill. This legislation would authorize funding from the state's Evidence-Based Programs Account to be used for licensed residential facilities. This will move us closer to the kind of comprehensive array of services that children and families deserve. (Attachment 8)
Drew Adkins, Commissioner for Behavioral Health Services, Kansas Department for Aging & Disability Services (KDADS) provided testimony in support for this bill. KDADS urges the committee to consider the positive impact that SB414 can have on Kansas youth and to support its passage. (Attachment 9)
