Chairperson Gossage opened the hearing on SB430.
Jenna Moyer, Assistant Revisor, Kansas Office of Revisor of Statutes, briefed the committee on the bill. (Attachment1)
Chairperson Gossage introduced Jennifer Caswell who testified in support of the bill. (Attachment2) Ms. Caswell stated in her testimony that the bill improves patient safety, supports evidence-based rehabilitation, and aligns Kansas with modern physical therapy practice without expanding diagnostic authority. She asked the committee to support this bill.
Chairperson Gossage introduced Chris Deck who testified in support of the bill. (Attachment3) Mr. Deck stated the bill clarifies that physical therapists can use the same tools coaches and trainers have used for decades. He urged the committee to support the bill.

Chairperson Gossage introduced Travis Oller who stood in opposition to the bill. (Attachment4) He stated in his testimony if testing authority were to be considered for physical therapists, it should be paired with education requirements, oversight, fee alignment, and liability considerations. He urged the committee to oppose the bill.
Dr. Oller stood for questions from the committee.
Chairperson Gossage introduced Dr. Aron Fast who provided neutral testimony on the bill. (Attachment5) Dr. Fast stated there is a need for additional protection to prevent transmissible disease. Tests must be done safely with proper protection. Dr. Fast urged the committee to address these safety issues.
