Minutes for HB2435 - Committee on Energy, Utilities and Telecommunications
Short Title
Enacting the natural gas infrastructure availability act to authorize natural gas public utilities to defer to a regulatory asset all depreciation expense and carrying cost for any new plant, facilities or equipment that such utility has put into service and authorizing recovery of such regulatory asset via an interim rate adjustment mechanism.

Representative Neighbor wanted to thank all the stakeholders who worked together on the bill.
Patrick Vogelsberg, Kansas Gas Service answered questions from the committee members.
Lynn Retz, Kansas Corporation Commission was asked to answer questions from members of the committee.
Paul Snider, Kansans for Lower Electric Rates commented to the committee.
Representative Carmichael is concerned about rates going up for residential ratepayers and expressed concern about voting on the changes on the substitute without hearing from the consumer advocacy groups.
Chairman Delperdang opened final action on the bill.
Nick Myers, Office of Revisor of Statutes, provided a review of the proposed substitute bill, followed by questions from the committee members.(Attachment1)
Representative Hoheisel made a motion to discuss the substitute bill for HB2435, seconded by Representative Bohi. Motion carried.
Representative Carmichael requested the bill be tabled for further discussion.
