Representative James opened the hearing on HB2767.
Carly Choi, Revisor of Statutes (Attachment 1) gave an overview of HB2767. She explained that the bill would establish the Kansas military affairs commission and prescribe the powers and duties thereof.
Perry Wiggins, Lieutenant Colonel, Governor's Military Council (Attachment 2) testified as a proponent to the bill. He explained that the bill would demonstrate the State of Kansas' resolve to create an enduring legacy of embracing those who serve our nation.
Keith Marshall, Lieutenant Colonel, Adjutant General's Department (Attachment 3) testified as a proponent to the bill. He explained that the Governor's Military Council has always existed through a series of executive orders, which creates uncertainty and limits long term planning. This bill would resolve these limitations by establishing a permanent statutory commission with clearly defined membership, duties, and accountability.
